TWINSBURG — On Monday, Twinsburg police arrested Ricky L. Melton, 55, of Stow, and Michael H. Rusu, 54, of Akron, in connection with the Sept. 15 theft of a trailer from Twinsburg and the subsequent fatal hit-skip accident that occured that same day.
